Similiar to the Recruitment Offices, headhunters can recruit employees, with more filter options based on their skill level. You can set a target number of candidates to recruit, or let them recruit until you stop them.

Additionally, you can connect Headhunters with HR Managers, and for every employee assigned to that HR Manager, the Headhunter will provide a automatic replacement worker when they are poached (within 3-5 days), resign (within 1 day), or retire (instantly).
The skill level (%) defines how quickly they recruit, how many HR Managers they can supervise and how closely the replacement employees match the employee they are replacing.
